Jiangsu province has marked a milestone in its green industrial transition with the approval of its first bonded remanufacturing pilot project at the Zhangjiagang Comprehensive Bonded Zone.
Jointly sanctioned by five national ministries — including the Ministry of Commerce and the General Administration of Customs — the pilot grants ATC Drivetrain (Zhangjiagang) Auto Parts approval to conduct bonded remanufacturing operations for automotive components.
Aligned with China's circular economy and low-carbon development strategy, bonded remanufacturing allows companies to import used parts, remanufacture them to original performance standards, and re-export the finished goods duty-free.
Leveraging its parent company's advanced technology and global distribution networks, ATC Drivetrain (Zhangjiagang) has already partnered with leading global automakers like Ford and SAIC-GM for remanufactured engines and gearboxes.
Once fully operational, the facility is projected to process 30,000 engines and 10,000 gearboxes annually, generating over 600 million yuan ($89.53 million) in import and export trade.
To ensure smooth implementation, local agencies have created tailored regulatory frameworks for the enterprise. Inter-departmental teams are accelerating support to bring the facility online by the end of the year.
